That kind of footprint is exactly what June’s policy backdrop demands, as HB 1147 moves through Appropriations and the House FY27 THUD bill puts $232 million of Continuum of Care funding on the line. JUNE 2026 There is a lot moving in Raleigh this month. HB 1147 cleared first reading and landed in Appropriations. NASDDDS dropped a first-of-its-kind national scan on Medicaid managed care for I/DD. We just published the Element by Arkhe Consortium Health case study, forty thousand covered lives on one platform with real FUH numbers. And on the AI front, our latest article walks through the questions every HHS agency should be asking before adopting AI, with a companion webinar from David Lewis on June 10.   What’s in this month’s issue?  Featured Case Study: Element by Arkhe Consortium Health and 40k+ Tailored Care Management lives IDD in Focus: the new NASDDDS national scan and where HB 1147 fits Aging in NC: HB 1131 and a $2.178M push for more APS workers Homelessness Housing Update: Bringing It Home recap and the House FY27 THUD bill From CaseWorthy: a new article on the right AI questions to ask, plus a free June 10 webinar Industry News for You Community question and quick poll Featured: Element by Arkhe Consortium Health  A North Carolina CIN Built for Tailored Care Management at Scale    Element by Arkhe Consortium Health is a Charlotte-based clinically integrated network serving underserved and rural NC communities. When Tailored Care Management launched, Element was still forming and needed a TCM platform that could handle care management, MCO claims, encounter exchange, and AMH+ Specialty Care reporting in one place.    Element chose MediSked by CaseWorthy and grew into one of the largest TCM footprints in the state: 100+ care managers, 24 provider organizations, 40,000+ covered lives, with a near 24/7 CIN-led model on top. “We support the supporters,” says Jordan Toledo, COO. “Our care managers should not be doing data entry at 9 PM. The platform has to do the heavy lifting.”    The Outcomes That Stand Out  2 to 3x increase in follow-up after hospitalization (FUH) gap closure over the past six to eight months, driven by ADT alerts and structured FUH workflows  15 to 16 additional providers implemented on MediSked by CaseWorthy across the network in 2025, with quick go-lives  Stronger SDOH capture through guided assessments that route housing, food, and transportation needs into care plans and PCP communications  Conflict-free, role-based access so supervisors can review claims and encounter data without exposing care managers to information outside their scope  “It’s always best to find a technology solution that understands what you’re doing, rather than you having to tell them why something needs to be that way. We needed a platform that can support our providers enough so they can really focus on member outcomes rather than the paperwork.” – Jordan Toledo, Senior Director of Operations, Element by Arkhe Consortium Health  Read the full Element Case Study > IDD in Focus   A National Look at Managed Care for I/DD, and Where NC Fits  NASDDDS released its National Scan of Medicaid Managed Care Practices for Individuals with I/DD on May 28, the first comprehensive look at how states are wiring acute, behavioral health, and HCBS into managed care. Design choices are uneven across the country, and for NC teams thinking about Tailored Plans 2.0 and the next phase of Tailored Care Management, it is a useful benchmark. North Carolina’s next chapter is HB 1147, the IDD Omnibus, filed April 30 and passed first reading May 4. Part V would launch a State Rental Assistance Program for adults with I/DD modeled on Transitions to Community Living, 200 vouchers per year for five years. The bill also raises HCBS and ICF-IID rates, adds 1,000+ Innovations slots, and ties the work to ongoing Samantha R. obligations. The bill would appropriate $2.178 million in recurring funds, effective July 1, 2026, to add at least 25 Adult Protective Services workers across NC counties. Allocation would weigh caseload, the gap between current and needed staffing, the 65-and-older population, and recent reports. Counties cover about 79% of APS costs today; SSBG covers the rest. CaseWorthy was glad to be a Bronze sponsor. On the federal side, the House Appropriations Committee released its FY27 THUD bill on May 20. It cuts Continuum of Care funding by roughly $232 million, a 5.7% reduction. NLIHC has a clear breakdown. NC CoCs that already feel stretched should plan early and tighten unit-cost reporting now.   Bringing It Home 2026 agenda and recap \| NLIHC analysis of the House FY27 THUD bill From CaseWorthy: AI for Human Services  Free Webinar on June 10, Beyond the Buzzwords  On Wednesday, June 10 at 3 PM ET, David Lewis, CaseWorthy VP of Industry Leadership, walks through where AI is already useful in human services, the governance, privacy, and ethical questions every agency should be asking, and what responsible, human-centered adoption looks like. Built for executive, program, IT, and data leaders. Can’t attend live? Register anyway and we will send the recording. Register for the June 10 Webinar > New Article: 5 Questions Agencies Should Actually Be Asking Before Adopting AI Before signing the contract or running the pilot, the most useful AI questions are not technical, they are mission questions. Where are case workers losing hours? What can be automated, what needs human review, what stays a human-only call? Our newest article walks through the five questions every HHS agency should answer in plain language, plus the principle underneath any rollout: AI recommends, humans decide.   Read the Article >  Industry News for You    HUD Announces $2.4B in FY25 CoC Awards for Q3 and Q4 (May 26, 2026) HUD posted the final round of FY25 CoC awards.
